as far as I know Romney said he suspended his run. To me both mean they are dropping out.

Even so, suspending and scaling back aren't the same thing.
Once Ron Paul says he is suspending, I'd figure he is out.

Well all things being equal he did much better than others who got a lot of air time. He was doing better than McCain for quite awhile but was essentially blacklisted form appearing on any networks.
Hell, in November McCain was polling at 8%, Ron Paul at 7% with Giulliani and Romney both in the lead.
This is with Republican meetings actively denying entrance to Ron Paul supporters, the media black out and other skewering.
I agree he never had a chance, not because he isn't a viable candidate though but because the media by and large blacked him out. That's what seperates him from the rest.
Otherwise he had the most support in campaign donations, broke records in doing so, and in general did what few others would ever be capable of doing.

He's scaling back his national staff because most of the states primaries/caucuses are almost over and he will not be running for president under a third party/independent run.
He will continue to campaign and run in the states that are left until the end.
He could end up with more than 100 delegates and I would be happy with that. I wish he would have decided to run as a Libertarian again, but he would have lost that way too and atleast the way it's looking he will retain his seat in the House.
McCain, Huckabee, Obama and Hillary are scaling back as well. More of the primaries/caucuses are over. The only significance of his announcement was his commitment to retain his house seat and not run 3rd party.

Ron Paul got 11% of the vote in Kansas even though the media never acknowledged he was a candidate.

As an example Ron Paul seems to be winning Washington State with a similar percent of votes tallied as the Democrats. Obama is declared as DNC winner there and the GOP results are blank.
